One of the ladies in a Yahoo group I belong to gives us a link each week on new or interesting card making techniques. The most recent one was for a Pop-Up Balloon Card that was posted on You Tube. This card was so much fun to make and it didn't take much time at all.
This would make a fantastic kids card, or you could make heart-shaped balloons and make it a Valentine's Day card, or shamrock shaped balloons, or pumpkin face balloons ... you get the idea!
You should see me right now, I'm like a little kid shaking the card to watch the balloons flip back and forth. Cards are just so much more fun when they are interactive. Here's the link to the video in case you want to give it a go:

Ha! I made one of these with little meeces flipping around...I must have opened that darn card a hundred times! Hated to mail it.....Love this one!

Hi Yvonne! To answer your question, I used a Sizzix die to cut out the balloons.
